A president without knowledge of the Shariʿa issuing rulings with the help of a qadi
Question
A person who does not properly know the Shariʿa is the president of a jamaʿat (a community organization). If he is advised: “Since you do not have knowledge of the Shariʿa, issue your rulings taking the qadi along with you,” is it wrong to give such advice?
