The Holy Quran 9:97 — Surah At-Tawbah

Arabic text

ٱلْأَعْرَابُ أَشَدُّ كُفْرًا وَنِفَاقًا وَأَجْدَرُ أَلَّا يَعْلَمُوا۟ حُدُودَ مَآ أَنزَلَ ٱللَّهُ عَلَىٰ رَسُولِهِۦ ۗ وَٱللَّهُ عَلِيمٌ حَكِيمٌ

Translation

The villagers (because of their hardened nature and being far from gatherings where knowledge is imparted) are extremely staunch in (committed to) kufr and hypocrisy and are more likely to be ignorant of the limits (of the Shari'ah) that Allaah has revealed to His Rasool. Allaah is All Knowing, The Wise.

Tafsir (excerpt) — التفسير الميسر

الأعراب سكان البادية أشد كفرًا ونفاقًا من أهل الحاضرة، وذلك لجفائهم وقسوة قلوبهم وبُعدهم عن العلم والعلماء، ومجالس الوعظ والذكر، فهم لذلك أحق بأن لا يعلموا حدود الدين، وما أنزل الله من الشرائع والأحكام. والله عليم بحال هؤلاء جميعًا، حكيم في تدبيره لأمور عباده.
