The Holy Quran 9:8 — Surah At-Tawbah

Arabic text

كَيْفَ وَإِن يَظْهَرُوا۟ عَلَيْكُمْ لَا يَرْقُبُوا۟ فِيكُمْ إِلًّا وَلَا ذِمَّةً ۚ يُرْضُونَكُم بِأَفْوَٰهِهِمْ وَتَأْبَىٰ قُلُوبُهُمْ وَأَكْثَرُهُمْ فَـٰسِقُونَ

Translation

How can there be a treaty (between the Muslims and the Mushrikeen) when they (the Mushrikeen) are such that they do not have regard for (they do not respect) any (family) relations (they have) with you when they overpower you, nor do they show regard for any treaty? They please you with their mouths (by speaking sweetly), while their hearts refuse (to honour any treaty). (The fact is that) Most of them are sinners (and will not abide by any treaty).

Tafsir (excerpt) — التفسير الميسر

إن شأن المشركين أن يلتزموا بالعهود ما دامت الغلبة لغيرهم، أما إذا شعروا بالقوة على المؤمنين فإنهم لا يراعون القرابة ولا العهد، فلا يغرنكم منهم ما يعاملونكم به وقت الخوف منكم، فإنهم يقولون لكم كلامًا بألسنتهم; لترضوا عنهم، ولكن قلوبهم تأبى ذلك، وأكثرهم متمردون على الإسلام ناقضون للعهد.
